The failure in question is related to the Galaxy S23 Ultra's camera zoom. After updating to One UI 6.1.1, photos taken using the camera zoom may suffer from some "ghosting" effect or even the photos may become blurry. Specifically, the issue may occur when using zoom between 16x and 19.9x.
