Telegram is under investigation again It’s not just its CEO being investigated, and I suspect it won’t be the last time, and it seems we’ll have a series of news stories here titled Telegram is under investigation! South Korean police announced Monday an investigation into the beleaguered messaging app Telegram for its alleged role in distributing fake pornographic images generated by artificial intelligence , according to news reports, just days after the company’s billionaire co-founder and CEO Pavel Durov was charged in France with allowing crime to flourish on the platform.
Why is Telegram under investigation in South Korea?
The Seoul National Police Agency launched an investigation into Telegram last week, according to Yonhap News Agency and AFP. Woo said the probe comes amid concerns that the encrypted messaging app is “facilitating” the distribution of sexually explicit fake content online.
Sexually explicit fake content — images or videos generated by artificial intelligence that often superimpose a real person’s face onto a fake body or onto real pornographic material — often victimizes women and young girls and has become the subject of intense public outrage in South Korea. Woo said the police launched the investigation internally “before he was formally booked,” according to Yonhap.
Wu said the investigation began after Durov's arrest in Paris last month, adding that South Korean police plan to work with French and international authorities because Telegram has not readily cooperated with investigations in the past, and they will have Telegram investigated as soon as possible.
Telegram App May Be Banned In South Korea
“Telegram actively monitors harmful content on its platform, including illegal pornography,” Telegram spokesperson Remi Von told Forbes
, adding that “moderators proactively monitor public areas of the platform, use AI tools, and accept user reports in order to remove content that violates” its terms of service. South Korean officials, including President Yoon Suk-yeol, have declared a “state of emergency” over the country’s rising rate of digital sex crimes, much of which stems from a surge in fake pornography, which overwhelmingly targets young women and underage girls, as well as revenge porn and content featuring spy cameras.
This content is shared and distributed across various online platforms, and while Telegram is certainly not the only platform used by criminals, it has come under intense scrutiny for its lax approach to content moderation, with regulators and police questioning whether it could be doing more to combat illegal crime.
Concerns about Telegram extend beyond digital sex crimes. The platform has been heavily criticised for a variety of issues including its use by terrorists and far-right extremists, drug trafficking, child sexual abuse material and fraud. Durov was arrested in Paris last week and officials have accused him of complicity in a range of criminal activities, including crimes related to child sexual abuse material and drug trafficking.
