Solve the problem of Windows 10 not turning off after pressing Shut down

Windows 10 won't shut down problem solution:
1- Deactivate the Fast Startup feature:
The first solution you can try is to disable the Fast Startup feature, as it is likely that enabling it is the cause of the problem. To do this, all you have to do is go to the Control Panel from the Start menu, or press the Windows logo button + the letter S together on the keyboard at the same time until the search service opens within the system and type in it “Control Panel” and click on the first result.
In Control Panel, go to Power Options, then on the left side click on Choose what the power button does. On this page, click on Change settings that are currently unavailable at the top to allow you to modify the settings. Now scroll down a little where you remove the “✔” mark from in front of Turn On fast startup and then click on the Save Changes button to save the new changes. After that, try shutting down Windows to make sure the problem is completely solved.
2- Use default settings for power settings:
If the previous method fails to solve the problem, you can try a second method, which is to reset the power settings to the default settings. If you change any power setting and then this problem occurs, this solution will get rid of it. From the Power Options window, which we used in the first solution, click on the Change plan settings option button next to the selected Power Plan. From the page that you will be taken to, click on Change advanced power settings, then from the window that appears, click on the Restore plan defaults button as in the following image, then click on the Yes button. Finally, click on the Apply button and then Ok.
3- Shut down the device from Device Manager:
If the previous solution did not solve the problem, you can start with this solution directly. Press the Windows logo button + the letter X together at the same time to display a menu on the left side of the screen, from which you click on the Device Manager option to open the Device Manager window.
From this window, you will double-click on “System devices”, then right-click on the Intel(R) Management Engine Interface driver and click on Properties to display the properties window, from which you go to the Power Management tab and remove the “✔” mark from the side of the Allow the computer to turn off this device to save power option as shown, and finally click on the Ok button to save the changes, then close the Device Manager window.
If the previous step does not work, through the Device Manager window, also double-click on the Universal Serial Bus controllers section, then right-click on the USB Root Hub definition and choose Properties from the menu to open a pop-up window, then go from it to Power Management, then delete the “✔” mark next to the Allow the computer to turn off this device to save power option and click Ok to save the changes.
